　　又是一年春暖花开，全球旅游业者却仍在苦苦等待。

　　近日，多国宣布放宽针对新冠肺炎疫情的入境政策，并把重振本国旅游业作为2022年的目标之一。

　　经济高度依赖旅游业的东南亚各国已经纷纷立下了年度目标。

　　马来西亚将于4月1日起开放边境，已完全接种新冠疫苗的旅客入境马来西亚不再需要隔离。

　　马来西亚旅游、艺术和文化部长南茜日前表示，希望在今年内能吸引200万名外籍游客到访，国内旅游收入能达到2019年的五成，即超过500亿林吉特(1林吉特约合0.24美元)，从外国游客来访中获得的收入能达到86亿林吉特。

　　此外，马来西亚政府还将推出针对旅游和文化领域的补助金计划，总额达5000万林吉特，以协助业者保持竞争力，重建马来西亚“艺术文化生态系统”。

　　越南自3月15日起对国际游客重新开放边境，全面恢复国际旅游活动。2022年，越南旅游业目标是接待国际游客超过500万人次，国内游客6000万人次，旅游收入预计为400万亿越盾(约合175亿美元)。

　　印尼于3月7日开始在旅游胜地巴厘岛实施“入境免隔离”政策，并对来自23个国家和地区的游客实行落地签证政策，目前正在考虑是否要将政策范围扩展至全国。

　　柬埔寨在2月宣布旅游相关机构的免税政策再次延长六个月，以促进和刺激受疫情影响的旅游业快速复苏，3月17日起又恢复了落地签。

　　美国、加拿大、新西兰、阿根廷等旅游业发达的国家，也希望能够吸引到更多的外国游客。

　　然而，理想很丰满，现实很骨感。

　　最主要的原因是，虽然入境政策放宽了，但是新冠病毒并没有彻底消失。

　　新西兰旅游局首席执行官雷内·德蒙奇日前对媒体表示，过去两年中，新西兰旅游业遭受重创。如今即使国门重开，行业复苏仍面临从业者严重不足和疫情两大不利因素。

　　根据新西兰旅游局数据，澳大利亚、中国和美国是新西兰前三大海外客源地市场，合计占比约60%。

　　新西兰政府已经宣布，自5月1日23时59分起，来自英国、美国等免签证国家的旅客以及持有新西兰有效签证的旅客，在完成接种新冠疫苗前提下，均可免隔离入境。

　　但是，由于近期新西兰疫情恶化，美国已将新西兰列为高风险目的地国，让该国旅游业复苏困难重重。

　　加拿大安大略省华人旅游同业协会发言人近日也表示，由于疫情并未结束，游客和旅行社仍存有顾虑，因此短期内对旅游业不会有明显改善。

　　这意思就是，虽然你欢迎游客来，但是游客们不一定愿意去。

　　此外，旅游业者还面临着许多细节上的问题。

　　加拿大安大略省华人旅游同业协会发言人举例说，现阶段顾客预订今年夏季的海外游，旅行社会收5%的订金，若未来疫情复发无法成行，那么旅行社在退订金时，需要扣除一定手续费，以保证前期的服务工作获得一定收益，但顾客在预订时就可能就因手续费问题而拒绝签订合同。

　　要不要戴口罩也是一个问题。3月21日起，安大略省政府取消了口罩强制令。没有了强制规定，若短途大巴旅行团中的顾客因戴口罩问题产生分歧，该如何处理？一些旅行社因为继续要求游客戴口罩而失去了部分客源。对于小型旅行社来说，这将是一个巨大的损失。

　　该发言人表示，政府并未在旅游业防疫上施行严格举措，而是把问题都留给了旅行社。目前大部分华人中小旅行社都采取观望态度，不敢轻易接单。旅游业真正恢复可能要到今年夏季。

　　除了防疫问题外，旅游业者和相关行业如餐饮、酒店、交通等，还面临着成本上涨、人手不够等问题。至少，如何从过去两年的停滞中“重新启动”，就已经足够令人头疼。

　　3月初，美国纽约市长亚当斯(**** Adams)公布了名为“重建、重生、再造”(Rebuild, Renew, Reinvent)的疫后经济复苏计划，这份长达63页的经济恢复蓝图，列出了超过70项计划，旨在帮助小商家发展。

　　亚当斯表示，新冠疫情让纽约市的经济遭受重创，超过26000家企业关闭，大量办公室闲置，非洲裔市民的失业率是全美平均水平的三倍，旅游业则远未恢复到疫情前水平。

　　根据这份蓝图，市府将加大力度推广旅游业，同时将创立“一站式”的商业服务系统，让小商业者能够更好地遵守市府监管规定，并且减少对小商业者的罚款。

　　“疫后恢复并不是回到过去，而是找到做事的新方法，我们要抓住机会重启整个经济系统，让我们的改变更具平等和包容。”亚当斯说。
